Quad City Foreign Trade Zone

The Foreign-Trade Zone (FTZ) Program was created by the U.S. government to facilitate international trade and increase the global competitiveness of U.S. based companies.
 
An FTZ is an area within the United States, in or near a U.S. Customs port of entry, where foreign and domestic merchandise is considered to be outside of the country, or at least, outside of U.S. Customs territory.  Certain types of merchandise can be imported into a Zone without going through formal Customs entry procedures or paying commerce, then no duties or taxes are paid on those items. 
 
The Quad-City Foreign Trade Zone is located in the Quad Cities of Iowa and Illinois.  The Bi-State Port of Entry allows a single FTZ Grantee to serve two different states.

Site 1 – River Cities Business Park – The River Cities Business Park is a unique property with a large tract of multi-purposed space including manufacturing and warehousing, including a specific area that is food-grade.  Additionally, the site is rail served, adjacent to the Davenport Municipal Airport, within one-mile of Highway 61 and three-miles of Interstate 80, has a high electrical load capacity and fiber optic cabling redundancy and has over 3,000 parking spaces. This creates an environment that is useful for large manufacturers as well as companies that require a large amount of lay-down space for imported materials.  This site also has a 21.03 acre addition that is shovel ready for building expansion.  The River Cities Business Park is a potential location on most new economic development projects and consistently marketed as one of Quad Cities top ready to go sites for economic development projects.
 
 
Site 2 – Rock Island Arsenal – The Rock Island Arsenal is a nine hundred and fifty acre island located in the Mississippi River and is a current and active military base with underutilized warehousing and manufacturing space. The United States Army incorporated a program known as ASPI in 2004 that allows the Rock Island Arsenal Development Group to redevelop the underutilized space and promote manufacturing and warehousing operations. 
 
 
Site 3 – Modern Warehousing – The Modern Warehousing property located Milan is a former cold storage food distribution warehouse that offers over 900,000 square feet of clean warehouse space.  This is the largest food-grade warehouse space in the Quad City Region.  Additionally, the site is adjacent to Highway 67, within one mile of Interstate 280, within four miles of Interstate 74 and the Quad City International Airport and has rail access with a service line inside the building via Iowa Interstate Railroad. 
 
 
Site 4 – Eastern Iowa Industrial Center – The Eastern Iowa Industrial Center, EIIC, is a large growth area that is adjacent to Interstate 80 and extends from U.S. Highway 61 on the east to State Highway 130 on the west. The site is also adjacent to the Davenport Municipal Airport with rail provided by Iowa Chicago and Eastern/Canadian Pacific.  This site is the largest new growth location within the Quad City Region with large tracts of shovel-ready land, zoned industrial and incented by the city for development.
 
Site 5 - Iowa Research and Commerce Technology Park - The Iowa Research and Commerce Technology Park, IRCTP, is an industrial park with designs to attract technology, R&D and advanced manufacturing firms.  The industrial park has all necessary infrastructure including fiber optics, road and airport access.  The park is adjacent to Interstate 80 to the south, adjacent to U.S. Highway 61 to the east and adjacent to Davenport Municipal Airport to the west and north.
