Incentives & Training Resources


The Quad Cities bi-state region gives relocating companies more options for finding the best location for their project.  Relocating companies are eligible for job training and other business incentives as well as Tax Incremental Financing (TIF) districts and additional state and regional incentives.  There is an abundant selection of sites and buildings, from shovel-ready sites to turnkey manufacturing operations.  Click for Site Locator

Below is a brief listing of incentives; a more complete listing can be found here.

 Key business incentives available at the state level include:

  • Corporate tax credit (called the "Economic Development for a Growing Economy" or "EDGE" program in Illinois) - are designed to attract out of state companies to relocate within Illinois or Iowa, respectively.  These provide tax credits based on the investment and number of jobs created.
  • Job Training/Employer Training Investment Program - grants that will reimburse companies for up to 50% of the cost of training their employees.
  • Enterprise Zones - provides additional state and local tax incentives, regulatory relief, and improved governmental services for areas throughout the state earmarked as an Enterprise Zone.  These may take the form of property tax exemptions, funding for employee training, sales tax refunds, state income tax credits, or other incentives.

Job Training:


The Business and Industry Centers of our two community colleges, Black Hawk College and the Eastern Iowa Community College, can tailor any job training program to your needs.

Iowa Manufacturing Extension Program:

The Iowa Manufacturing Extension Partnership (IMEP) is a statewide network that provides both free and fee-based technical and business assistance to Iowa manufacturers. http://www.ciras.iastate.edu/mep/

Manufacturing Technology Center:
